Manchester rezoning meeting on Thursday

To continue the implementation of the Richmond Downtown Plan, the City of Richmond has set a Public Meeting for a potential rezoning of the Manchester Area for Thursday, November 19, from 5PM-6:30PM Open at the Sacred Heart Center (1400 Perry Street). The purpose of the meeting is to review the rezoning proposal, ask questions, and provide additional input on the future of development and land use in the Manchester Area. The Richmond Downtown Master Plan was adopted on October 13, 2008. Following its adoption, Richmond City Council adopted an ordinance directing the City Planning Commission to consider amendments to the Plan.

Public hearing set for ordinance on changes to the Downtown Master Plan

The Richmond Downtown Plan was adopted on October 13, 2008. Following its adoption, an ordinance (PDF) was introduced that would direct the City Planning Commission to consider amendments to the Plan. Richmond City Council will hold a public hearing on this ordinance on Monday, February 9, 2009 at 6:00pm in City Council Chambers (2nd floor, City Hall).

Council to vote on Downtown Master Plan

The agenda for the Richmond City Council meeting on Monday includes both a crucial vote on the Downtown Master Plan and a special use permit for Hull Street:

Ord. No. 2008-208 (Patron: Mayor Wilder) – To approve an amendment to the Master Plan for the City of Richmond, *** to adopt the Downtown Master Plan ***.

Ord. No. 2008-237 (Patron: President Pantele, By Request) – To authorize the special use of *** 1100, 1102 and 1114 Hull Street for the purpose of waiving certain height and parking requirements to permit the construction of a mixed-use building with up to fifty-eight (58) dwelling units and accessory parking ***.

city council meetings on Downtown Master Plan

A special meeting of City Council’s Land Use, Housing, and Transportation Standing Committee has been scheduled to discuss the Downtown Master Plan.  The meeting will be held at 3:PM on Tuesday, September 23, 2008 in City Council Chambers on the 2nd floor of City Hall (900 E. Broad Street).  An opportunity for comments from members of the public will be provided at the meeting.
A public hearing on the Downtown Master Plan (Ordinance No. 2008-208) will be held during the City Council meeting on Monday, October 13, 2008.

Planning Commission meeting on June 2008 Draft Downtown Master Plan

The City of Richmond Planning Commission will discuss further revisions to and consider adoption of the June 2008 Draft Downtown Master Plan on Monday, July 21. The meeting is open to the public, but there will not be a public hearing.  The discussion on the Downtown Master Plan will be held at the end of the regular meeting agenda and will begin no earlier than 6PM.  The meeting will be held in the fifth floor conference room of City Hall.

Master Plan upsets Echo Harbor developer

The developer of the long-controversial Echo Harbor project (210 luxury condos, restaurant, health club, stores and offices) has called the recently released Downtown Master Plan “inherently flawed”, upset that the document blocks out his land as most appropriate as a park. The city government sends mixed messages, with 4th District Councilwoman Kathy C. Graziano said that “I think it’s a nice plan, but we need to make sure when we approve it that we’re being realistic.” While acknowledging that the plan can not force a rezoning, Rachel Flynn, director of community development states that “These are our last opportunities to have parks right on the water for citizens”. Rough Draft: Downtown Plan

Today at noon, the city will unveil the first draft of the new downtown master plan. Expected to focus heavily on River District neighborhoods, the plan will be available for review on the City Website, all Richmond Public Libraries locations, Community Centers, and City Hall rooms 110 and 510.
