Sounds like someone is making up facts. 

If the meal tax for the city is not the highest in the state, how could it possibly be the highest in the county?

Norfolk and Portsmouth have higher meal tax rates than Richmond does.</description>

		<description>If my reading of the budget, and my math skills are correct, always an iffy chance, the add on to the meals tax brings in this year $3,892,645. The money goes into the general fund to pay &quot;debt service costs related to cultural and educational facilities.&quot; That equates to about two cents on the real estate tax rate.  Since most estimates are that the mayor will have to cut an additional $30 million from the 2011 budget, we can then add the reductions from the meals tax.  What fun.  We would only have to raise the RE tax rate 17 cents just to break even.</description>
