The Richmond Downtown Master Plan was adopted on October 13, 2008. Following its adoption, Richmond City Council adopted an ordinance directing the City Planning Commission to consider amendments to the Plan.

A public hearing will be held at the City Planning Commission meeting on Monday, April 20, 2009 at 6:00pm in Council Chambers on the 2nd floor of City Hall. The City Planning Commission will be considering a number of amendments, including those related to:

  • Viewsheds
  • Street and alley closings
  • Waterfront access
  • Development standards for the former Tarmac property (also known as “Echo Harbor”)
  • J. Sargeant Reynolds Community College Downtown Campus
  • Shockoe stormwater management
  • Downtown infrastructure
  • Main Street Station, Lumpkin’s Jail site, and African-American heritage
  • Coordinated planning and design issues related to the Commonwealth of Virginia

The public is encouraged to attend to share thoughts on the amendments with the City Planning Commission.

The Downtown Plan and the proposed amendments are available for review in City Hall, Room 510 or online at: http://www.richmondgov.com/forms/DowntownPlan.aspx.

For more information contact Brooke Hardin, City of Richmond (804) 646-6310 or brooke.hardin@richmondgov.com
