Cedar-Broad lot may be of historic interest

An email to area civic association leaders from Kerry Johnson, a Virginia Environmental Officer in the HUD Richmond Field Office, about the proposed project in the 1800 block of East Broad (AKA Cedar-Broad, BKA the parking lot behind the McDonald’s) asserts that “this proposed project could have an adverse effect on historic property in its area of potential effect” but also that the “would be complementary to the neighborhood” and would return “the square block to its historic residential status”.

[...] the site is likely to yield important information on Richmond’s past and therefore is worthy of this historic investigation. You may have already noticed digging activity going on at the lot. There is more information available should you wish to be involved. The proposed apartments have a design that I feel would be complementary to the neighborhood and is receiving favorable review by Virginia’s Department of Historic Resources.

HUD Richmond has already been in contact with other parties for their concurrence including the City of Richmond, A.C.O.R.N. and the Virginia Council on Indians. Your participation would be welcomed with no cost to you but a bit of your time and allowing your civic association name to
appear in the MOA.

HUD Richmond hopes you find this project a good fit that keeps the historic character of the neighborhood while returning the square block to its historic residential status.

    I don’t understand, are they applying for O&H status or State Historic District status in order to get more tax credits. Why are they digging for artifacts yet want endorsement from the neighborhood assoc for the project to move forward? For those of us that didn’t see the letter, could we have a few more details. Thanks!

    The intro says that “HUD Richmond is expecting an application for FHA mortgage insurance in the near future that seeks to build an apartment project for market rate renters in the 1800 Block of East Broad [...] and
    as you likely know under Federal regulations, Federally supported projects
    must consider historic preservation in their environmental reviews.”

    This reads to me like they want to support the project and are looking for community support, but that this is a necessary step in the process. I believe the digging was done to comply with this type of requirement.

    The lot is not inside of any city O&H zone, though I don’t know about national.

    This is all that I’ve really got, I was hoping that getting this into the light would bring out more info.

    FYI – There is no tax credit related to historical significance/district for new construction.

    One can say anywhere in Richmond is worthy of historic investigation. But really, is this necessary? I only wish Henrico would investigate its historic properties before bulldozing them for more suburban crap.
